# Building a Defensible Translated Assessment

 Sep 17, 2024, 12:00:00 PM · Responsive Translation 4 min read

**Could your team explain how a translated assessment was developed, checked, and approved?** When a test informs consequential decisions, the final wording is only part of the record you need. A defensible process connects the assessment’s intended use with the people, decisions, reviews, and evidence behind the version delivered.

Translation quality and clear documentation can support that process. They do not, by themselves, guarantee a legal outcome. The relevant requirements depend on the assessment, its use, and the jurisdiction; involve your assessment specialists and legal counsel when defining them.

## Start with a shared project brief

Before translation begins, give everyone the same account of the project. Specify the intended population, language variety, purpose of the assessment, and decisions the scores will inform. Identify the source version and include instructions, answer keys, scoring rubrics, graphics, and administration materials.

Agree on who can approve adaptations, how questions will be resolved, and what evidence must be available before release. A glossary and style guide help reviewers apply consistent expectations. Our guide to [test translation and test adaptation](https://blog.responsivetranslation.com/test-translation-and-test-adaptation) explains why changes may extend beyond the wording.

## Make review responsibilities explicit

Ask your provider to describe the work assigned to linguists, subject matter experts, and assessment specialists. Their reviews answer different questions: Is the meaning accurate? Is the terminology appropriate? Could an adaptation affect what an item measures?

Specify the review steps in the scope of work, including how corrections will be checked. An approval should identify the version reviewed and any unresolved issues. A general statement that the translation was “quality checked” gives your team little information to work with later.

## Build a record you can actually use

As a practical starting point, request the following deliverables and agree who will maintain them:

- **Version register:** The approved source, target-language files, delivery dates, and a clear link between corresponding versions.
- **Review record:** The roles and relevant qualifications of reviewers, the materials they examined, and the scope of their checks.
- **Decision log:** The item or passage affected, the issue, the options considered, the agreed change, and the reason for it.
- **Issue-resolution log:** Findings, severity or priority, corrective action, and confirmation that each correction was checked.
- **Release record:** Who approved the final version, when, and whether any limitations or follow-up work remain.

For example, if an unfamiliar cultural reference is replaced, record the original and revised wording, why the change was proposed, and who reviewed its effect on the item. That is more informative than a note saying “localized for the audience.”

Keep these records with the assessment files in an access-controlled location. Decide at the outset who owns the records and how updates will be handled, so the documentation stays connected to the version people actually use.

## Connect the translation record to assessment evidence

The [International Test Commission’s guidelines for translating and adapting tests](https://www.intestcom.org/files/guideline_test_adaptation_2ed.pdf) call for technical documentation of adaptations and supporting evidence, together with guidance for people using the adapted test. This is a useful framework for organizing the broader assessment record.

A linguistic review addresses the text. Evidence supporting score interpretation and comparisons across populations is a separate part of the work. Your assessment team should determine what studies and analyses are appropriate for the intended use. See [preserving test validity across languages and cultures](https://blog.responsivetranslation.com/psychometric-integrity) for more on that process.

## Already have a translated assessment?

Start by gathering the source and target versions, previous review reports, terminology resources, and any existing validation documentation. Identify what is available and what is missing before commissioning further work.

An [independent translation review](https://www.responsivetranslation.com/language-expertise/quality-assurance-solutions/) can check accuracy, omissions, terminology, and cultural appropriateness within an agreed scope. Ask for a report that names the versions reviewed, describes the method, identifies findings, and recommends next steps.

Arrange for corrections to be verified and for any questions about item performance to reach the assessment team. If historical records are missing, document that gap and the new review performed; a later review cannot establish which checks took place during the original project.

## Questions to ask before you approve the project

- What will be reviewed, and what falls outside the scope?
- Who decides whether an adaptation is acceptable?
- Which records will we receive with the final files?
- How will unresolved issues and limitations be reported?
- Who will assess whether additional validation is needed?
