# A Better Way to Translate SCORM Courses: From Manual Rebuilding to Automated Localization

 Nov 4, 2026, 11:11:00 AM · Sandra Alonso 6 min read

Translating an eLearning course into another language has traditionally involved much more than translation.

The linguistic work may be only one part of the process.

Once the content is translated, someone still has to put everything back together: replacing source text, adjusting layouts, reinserting translated content, managing multimedia, checking navigation and interactions, and performing QA on the localized version.

Then the process has to be repeated for the next language.

For organizations with large eLearning libraries or multiple target languages, **the manual recreation of localized courses can become one of the biggest bottlenecks in the entire localization process.**

New technology is allowing us to approach that process differently.

![092326\_Cover](https://blog.responsivetranslation.com/hs-fs/hubfs/092326_Cover.png?width=1672&height=941&name=092326_Cover.png)

## **The Traditional eLearning Localization Workflow**

Imagine an organization has a training course that needs to be available in five languages.

A traditional workflow might require extracting the content from the course, preparing it for translation, translating and reviewing the content, and then manually recreating or reinserting that translated content into each localized version.

This creates work that has little to do with linguistic quality.

Translated text may be longer than the source and still needs to fit within the interface. Buttons and navigation need to remain functional. Multimedia may need localization. Images may contain text. Voice-over and subtitles may need to be replaced.

And every localized course needs QA.

The underlying problem is that **translation and course production have historically been treated as separate processes.**

## **What Changes With SCORM Localization Technology?**

For supported SCORM formats, the technology now allows us to work directly with the published course package.

Instead of treating the course simply as a collection of strings that need to be extracted, translated and manually reassembled, we can localize the published package directly.

Responsive Translation's current SCORM technology, for example, is designed to preserve the existing layout, media and interactions while processing the course for translation. Depending on the format, localization can extend to text, subtitles, voice-over and images.

That changes the role of automation.

Instead of using technology simply to translate words, we can automate more of the **technical work involved in localization.**

## **A More Efficient Workflow**

A modern SCORM localization workflow can look more like this:

![092326](https://blog.responsivetranslation.com/hs-fs/hubfs/092326.png?width=1774&height=887&name=092326.png)This reduces the amount of manual extraction, reinsertion and course reconstruction required for every target language.

For organizations localizing multiple courses or languages, the resulting time and cost savings can be significant.

## **Automation Shouldn’t Mean One Workflow for Every Course**

This is where we think an important distinction needs to be made.

> **Automating the technical process does not mean automating every linguistic decision.**

A short internal training module does not necessarily need the same workflow as a healthcare course, regulatory training, educational assessment or customer-facing certification program.

At Responsive Translation, we customize the linguistic workflow based on factors such as the **subject matter, purpose, audience, language and locale, terminology, quality expectations, risk, budget and deadline**.

For example, one project might use AI-assisted translation followed by professional post-editing and QA.

Another might require human translation, independent editing and proofreading.

A specialized course could additionally require subject-matter review, terminology development, voice-over review or client validation.

The objective isn't to add every possible review step.

It's to apply **the right level of human expertise to the right content, using technology to eliminate unnecessary manual production.**

## **Translation Memories and Terminology Still Matter**

Course localization also shouldn't be treated separately from an organization's other multilingual content.

The SCORM workflow we're now able to support can incorporate translation memories, glossaries and professional review workflows.

That can be particularly valuable when an organization has established terminology for products, training programs, compliance concepts or internal processes.

Rather than treating each eLearning course as an independent translation project, terminology and previously approved translations can become part of a broader localization strategy.

## **What About Multimedia?**

Modern eLearning frequently includes much more than written text.

Depending on the course format and project requirements, localization may also involve:

- subtitles;
- voice-over;
- images containing text;
- onscreen graphics;
- navigation;
- interactive elements.

Responsive Translation's current SCORM workflow can process text, subtitles, voice-over and images inside supported packages, while preserving the placement of the course's media and interactive elements.

This allows us to think about localization as the **complete learner experience**, rather than simply the translation of onscreen text.

## **What About Articulate Storyline and Rise?**

There is an important technical distinction here.

Articulate Storyline and Rise courses can be published as SCORM, but Responsive Translation currently processes these through its dedicated **Articulate workflow rather than SCORM Studio**.

Responsive Translation also provides a Flexible Editor for published Articulate courses when changes to text, layout and images are required.

For that reason, the first stage of a project should be a technical assessment of the client's existing course and the authoring environment or package format.

The technology should fit the course — not the other way around.

## **Where the Real Efficiency Comes From**

The biggest opportunity isn't simply “AI translation.”

It's the combination of:

**automation + translation technology + professional linguists + customized QA.**

Automation can reduce repetitive technical work.

Translation memories and terminology resources can improve consistency.

Professional linguists can focus on meaning, terminology, tone and audience.

QA can focus on whether the final multilingual course actually works as intended.

That is a much more compelling use of technology than simply trying to replace human translation.

## **Scaling an eLearning Library Across Languages**

If your organization already has SCORM courses and wants to make them available in additional languages, the question no longer needs to be:

> **“How much work will it take to manually recreate every translated version?”**

Instead, ask:

> **“How much of this process can we automate while maintaining the level of linguistic quality this content requires?”**

That's the approach we're now bringing to eLearning localization at Responsive Translation.

We can assess your existing courses, target languages, audience and quality requirements and design a workflow around your **content, budget and deadlines**.

**Technology handles more of the repetitive work. Our linguists concentrate on the language. Your team gets a more scalable path to multilingual learning.**

## **Ready to Localize Your SCORM Courses?**

If you already have SCORM courses and are considering expanding them into additional languages, **send us a sample course and your target languages**.

Responsive Translation can review the course and recommend a customized localization workflow based on your content, audience, quality requirements, budget, and timeline — combining technology, automation, professional linguists, and the appropriate level of QA.

**Let’s see how much of your current localization process we can streamline.**
